Chairman Knollenberg, my colleague from Massachusetts (Mr. Olver) I rise simply to express my deepest appreciation for the work that you have been about on this newly organized subcommittee that has a variety, a mix, of complex issues that can conflict with each other, issues that if taken the wrong way, can cause bills to be stymied and no progress made. You have done a very, very fine job of establishing a tone that says that we can work together. And where Appropriations does its best work is when we reach across the aisle and recognize that while we do not have to agree 100 percent of the time, there is little doubt that a real solution comes when we do think about these alternatives, talking to one another as human beings and people who represent citizens across the country as well. The bill is a very fine bill, a great job. I want to congratulate the staff, especially, as we have gone through this transition. They have done wonderful work. I congratulate the entire subcommittee.
