regretfully, I rise in very strong opposition to the Menendez amendment, for this substitute does not reflect the real word that we must deal with when we are trying to make certain that our intelligence activities positively affect our men and women who have their lives threatened overseas. The Menendez amendment is similar to H.R. 10, but includes a number of provisions that are unacceptable or at least should be to this House. Probably one of the most troubling aspects of the amendment before us is the provision that would call for the disclosure of the aggregate level of funding provided to the intelligence community. Mr. Chairman, I would ask my colleague, the gentleman from New Jersey (Mr. Menendez), to please tell us what the logic is behind disclosing to our enemies the top line of our intelligence budget? ... H.R. 10 retains a classified intelligence budget.
