I think this is a useful dialog, and I enter into it in good spirits because I have the greatest respects for the chairman, and the gentleman will recall that I have frequently praised him for the discipline and the leadership which he is giving his side of the committee, and I think he is setting new standards. It is not the style I am accustomed to. I preferred a much more collegial way of operating. I was unaware, frankly, of the extensive deliberations that the gentleman claims he was had with the subcommittee chairmen in which he reached these numbers. Now, that is the way the appropriators work. I assume the gentleman is saying he is following a similar process in the authorizing committee. I do not condemn the gentleman for that. I think that this is an interesting innovation, and I hope it works. But the gentleman is not very consistent. The gentleman has just proposed an amendment which extends the authorization for an additional year, and, to the best of my knowledge, the gentleman has not brought this before the committee, either the minority or the majority, staff.
