I hardly know where to start with this bill. I am not sure whether I should discuss the policy proposals in this bill or the process by which this bill was put together. Maybe I should start with my deep regret that we have come to the floor today so deeply divided on support for Federal research and development [R&D] programs, issues that should elicit bipartisan support. And I note the chairman indicated that there was bipartisan support for his bill. The rollcall will show that one Democrat, who probably did not know what he was voting for, voted in support of this bill, and this does not exactly indicate to me strong bipartisan support. But both because of the proposals being made and the process that was used in putting this bill together, I cannot support H.R. 3322. My difficulties with this legislation start with the title: Omnibus Civilian Science Authorization Act. This is not an omnibus bill.
