I think we have reached an amicable solution to this situation and I appreciate very much the distinguished chairman of the committee being amenable to this modification. I want to assure him that it was not the language in the bill that caused concern. It was the interpretation of the report language. The gentleman knows and has stated on the floor that the report language is not binding. But nevertheless as he well recognized, it is looked to as a means of guidance in the interpretation of the language of the bill.
