The gentleman has misstated my position. The gentleman from Pennsylvania [Mr. Walker] knows that I voted for a balanced budget amendment that balances the budget in 7 years and contains all of the discipline necessary to do that. The gentleman did not like that particular budget, so now he is accusing me of not supporting caps. I think that is unjust.
