just for the purpose of making a adequate summary, I would say that this is a confrontation of ideology. It is also a matter which threatens the economic future of this country, because the export of aircraft, transcontinental airplanes, represents the largest or the next-to-the-largest favorable- balance-of-trade item in the American economy. Do we want to continue to have that eroded under the pious hope that the private aircraft companies in this country can make up for those billions of dollars in subsidies that are coming from the governments of these other countries, or do we want to do something recommended by the industry, recommended by the scientific community, recommended by anyone who has any expertise in this area, that we do our best to remain competitive in the global economy? This amendment would help us to do that.
