if I were the author of the amendment and the amendment to the amendment, I think I would be deliriously happy that so many people are recognizing the importance of math and science education and doing so much to try and perfect the processes by which we are improving it through the Eisenhower Program in this particular case. I am delighted at this situation, and I have been involved in this effort for quite a few years. As we got into this, I recalled that I was a member of the 89th Congress and the 88th, which originated this basic legislation and we have kept trying to improve it ever since. It still has not reached perfection. I doubt if we will reach perfection. Education is too complex a subject, too many variables, and we are unlikely to reach some magic solution. I took this time in part to point out that there are other approaches to improving science and math education in addition to the very important one of improving the professional training and capability of the math and science teachers. This is vital, but it is not the whole key to success.
