this is something which the whole international community has joined in supporting and encouraging. We are now on the verge of developing worldwide markets in these new substitutes, which are environmentally benign. American business is in the lead in capturing this global market because of the foresight that we have had in this country in encouraging this kind of research in the environmental technologies program. I think it is shortsighted at this particular point to deauthorize this program. It is one which has wide support in the business community. It has produced large amounts of income for American business, and our amendment is solely aimed at maintaining this program. Obviously it will be at a lower level. This money does not have funding in it to continue at the scale we were before. We are not seeking to change the money, however. We are merely seeking to remove the prohibition against doing this kind of extremely popular and beneficial environmental activity.
