I support the provisions of H.R. 1271, the FAA Research, Engineering, and Development Authorization Act of 1997. H.R. 1271 takes steps to reverse the downward trend in FAA's research, engineering and development account, which has decreased 20 percent during the last 2 years. These increases will allow additional research in areas which have been identified as needing increased support by the National Research Council and other outside advisory bodies. Mr. Chairman, as a result of active bipartisan cooperation on this bill, the Committee on Science has developed a strong and effective piece of legislation, and I urge my colleagues to support it.
