With regard to this money that the gentleman from Pennsylvania is pointing to that he now wants to save the difference in the transportation items, I would like to point out that the figure which is referred to here, the amount for transportation, was in the bill at the subcommittee level, it was in the bill when it was marked up at the full committee level, it was in the bill yesterday, as a matter of fact. And now Mr. Walker has decided, without hearings, I might say, or any other indication, that that is really too much and it is wasted. So he is going to cut $15 million out of it in order to correct this waste. Now my real question to the gentleman from Pennsylvania is: Why did he suddenly find that this money is being wasted instead of at the subcommittee level, which he did not allow markups in, or the full committee level, which he did allow markups in, or even smaller in the debate? If they were wasteful expenditures, he should have proposed in his manager's amendment that all this waste be removed. But, no he did not find out about it until it was necessary to correct the mistake which he also should have corrected in the full committee level and did not.
