I will just point out that this program was created in the 1988 trade bill. It was title X, as I recall, the contribution of the Committee on Science, and this program had been studied in the Committee on Science for several years before that as a way of approaching the decreasing competitiveness of American industry in world trade. I hope that the gentleman will keep that in mind.
