“In this particular case, Mr. Chairman, I think there was the most inept foresight with regard to the impact of a research grant that I have ever seen. I think that we do need to send a message to the National Science Foundation that on issues of great delicacy, which they should have perceived this would be, there needs to be some action to prepare the proper attitude within the Members of Congress for this sort of thing. That was not done in this particular case. I hope that the action that the gentleman contemplates will convey the message to the National Science Foundation that while we support good research, including good social science research, we think there should be some good judgment displayed over there in setting the groundwork for such items that may turn out to be controversial with the Members of Congress.”
