Page 309, after line 18, insert the following: (4) prevent an airport or any retail fuel seller at such airport from making available for purchase and resale an unleaded aviation gasoline that has been approved by the Federal Aviation Administration and has an industry consensus standard for use in lieu of leaded aviation gasoline if such unleaded aviation gasoline is certified for use in all aircraft spark ignition piston engine models.
