This bill is a slap in the face to conservation science.

This bill prohibits and delays necessary protections for the critically endangered whale in favor of the oil and gas industry.

We cannot let oil and gas interests, armed with misinformation, obstruct conservation of one of America's most endangered whales.

This bill authorizes the NOAA Chesapeake Bay Office to help study and restore this essential part of our landscape.

There will be no site-specific NEPA, because the programmatic NEPA from the prior lease sales is deemed to comply with NEPA in its totality.

The gentleman is happy to snip that piece of data, and suggest Trump was great for climate, despite the wrecking ball he took to climate policy and climate action.

There will be no new NEPA process for these new lease sales.

It is a waiver of NEPA.

Why are we even talking about winning this race to the bottom, when all of the science and everything we know about this climate crisis tells us all of this is non-responsive to the crisis?

Why do we have Republicans, who have spent the last 9 months attacking our bedrock environmental laws trying to undermine them in every way possible, suddenly urging more aggressive enforcement of our environmental laws?

So, this hearing was quickly repurposed to an oversight hearing about something that you have to stretch and strain the jurisdiction of this Committee to even be talking about.

The policies of this administration are actually increasing global carbon emissions because they're forcing more energy to be produced in other countries that don't have near as good controls as we do.
