PROTECTING THE QUALITY OF WATER FOR PUBLIC WATER SUPPLIES AND AGRICULTURAL USES AND TO MITIGATE AGAINST DROUGHT. Nothing in this Act affects the authority of the Secretary or Administrator to protect the quality of surface water that is available-- (1) for public water supplies, which are a significance source of drinking water for municipalities; (2) for agricultural uses, including irrigation; or (3) to mitigate against the harmful impact of drought.
