I thank the gentleman from Rhode Island (Mr. Cicilline). This was our joint amendment. Mr. Chair, as you said, Scenic America is working on different ways in this country to beautify our landscape. I believe that this transportation bill was the appropriate place to do this, as this is about highways and our roads in this country. But, having the disapproval and opposition of my chairman--it wasn't that strong, but it was a disapproval--I will agree to withdraw this amendment, and we will work with Scenic America to find another way to bring the undergrounding of our utilities forward.
