“I thank the gentleman from Massachusetts (Mr. McGovern) for yielding me this time. Mr. Speaker, I just don't think Americans can wait, but here we are again today debating legislation that will do nothing to create jobs or to help families during these tough economic times. Almost every single one of them said, Do you know what we need? We need customers. We need Americans to have jobs, and we need them to have money in their pockets that they will spend in our small businesses. That will help us.
