I would like to declare myself in addition to mother of lockbox, a de facto member of the Committee on Rules, since I have spent hours and hours over there. But I also want to commend the gentleman from Florida, Mr. Goss, and to commend the gentleman from New York, Chairman Solomon, for really going the extra mile to make this work. I think that if we can get this perfected and if it can apply to the out years, we are doing more by this act to balance the budget than anything else we have done in this Congress.
