We worked it out as best we could. We worked it out on a bipartisan basis, and as I said at the beginning of this debate, I cannot thank enough Senators Collins and Lieberman and the gentleman from Michigan (Mr. Hoekstra) for their collaboration, talent, dedication and true grit. This would not have happened without them.”
