But my further question is, Do you agree that the entire program should be covered by law? The President may have inherent authority to do things, but eavesdropping on Americans in America must be covered by the law that Congress passed. I am not asking you to agree to that point because you may not, although I feel strongly about it. But I am asking you whether you agree that it is the Congress that should determine the legal basis for the President's actions and not the White House acting unilaterally.
