The President may have inherent authority to do things, but eavesdropping on Americans in America must be covered by the law that Congress passed. I am not asking you to agree to that point because you may not, although I feel strongly about it. But I am asking you whether you agree that it is the Congress that should determine the legal basis for the President's actions and not the White House acting unilaterally.”
