“I appreciate it that you mentioned bipartisanship and mentioned our committee. I had not been planning to speak during this debate. I have great admiration for the bipartisan sponsors of this amendment. I also agree with their point, which is that the total program must comply fully with FISA. But my view is, as the chairman has stated, that we should deal with this issue in the legislative committee. And the reason we should deal with this issue in the legislative committee is that it is, as everybody here fully understands, very, very complicated. A number of us, 50 of us, are supporting H.R. 5371, The Listen Act. The CHAIRMAN. The time of the gentleman from Michigan (Mr. Hoekstra) has expired.
