I am pleased to say that Mattel has worked hard to fix its problems, though I will continue to recommend that it move some of or all of its manufacturing back to this country, where quality can be carefully monitored. Madam Speaker, for all the reasons my colleagues have mentioned, H.R. 4040 is a landmark bill. It sets a high bar for toy manufacturers like Mattel, and strengthens government scrutiny of industry. H.R. 4040 was written the right way, the bipartisan way, and through the regular order of the House. In terms of process, it is a model for Congress at its best, and grandmothers, grandmothers-to-be, children, and our committee will be better for it. I urge passage of this bill.
