first of all, I think whistleblowers are important and that the Rowley memo is a very important fact that has emerged since 9-11. Secondly, in our legislation as reported, we do state that whether, how, and to what extent information may be shared with appropriate State and local personnel is up to the President. So it is not precluded here that, in an appropriate way with appropriate safeguards and privacy protections, whistleblower information, if it were deemed important to share with local responders could, in fact, be shared. I thank the gentlewoman for raising this issue.
