I rise to make clear that I will not object to this rule waiving any points of order which might lie against the conference report, a report that I strongly support. I would point out to our colleagues that the conference report, which was the product of 3 months of intense negotiation, does contain immigration reforms. All of the conferees, to my knowledge, believe that immigration reform is necessary; and all of the conferees, and I hope all of our colleagues, understand that our goal here is to make certain that our immigration system does not enable terrorists to get on airplanes or otherwise to harm our citizens. That is why in this bill many of the suggestions made by the gentleman from Wisconsin (Mr. Sensenbrenner) and many of the provisions in the House bill were accepted. For example, the bill provides for 10,000 more border guards over 5 years. Ten thousand. It provides 4,000 more border inspectors over 5 years. It provides for 40,000 more detention beds over 5 years.
