I commend to those who voted for the Sanders amendment and to those who voted against the Sanders amendment this particular bipartisan Dellums-Spence amendment. I spoke earlier in general debate, and I said that I support more effective, less costly defense that is ready for the next war, not the last one. I want the Pentagon to take full advantage of the revolution in military affairs as it modernizes equipment and doctrine for future conflicts, because that will ultimately bring costs down and effectiveness up. But modernizing requires an initial investment.
