General Pede, you said that, much like sexual assault and sexual harassment in the military, we have to focus on this with the same laser focus that we have provided for that issue, and I agree with you.

Jackie Speier is a former U.S. Representative from California, serving in the House of Representatives from January 3, 2008, until January 15, 2022. A member of the Democratic Party, she represented California's 14th congressional district. Speier is known for her advocacy on issues such as women's rights, healthcare, and gun control. She gained national attention for her work on the Sexual Assault Survivors' Bill of Rights and her efforts to address military sexual assault. Speier's political career began in the California State Assembly, where she served from 2002 to 2006 before moving to the U.S. Congress.
Protect our Defenders, when they came out with the report, found that the Air Force was 71 percent more likely to have Black airmen face court-martial than Whites; Army was 61 percent; Navy was 40 percent; the Marine Corps was 32 percent.
Conviction rate at special and general courts-martial remain about the same for Black and White service members, yet significantly more of Black service members are brought to court-martial.
Do any of you think that someone should be court-martialed for being 6 minutes late to a formation meeting?
We have to accept that this isn't just unconscious bias, that there are people who don't like Black people or other minorities and don't want them in the military, and they have to try to root this out.
I agree with General Pede on outside assistance. I think that it is going to be important this look be deliberate, that it be thoughtful, and it is not going to be over quick.
Let me just end with a few comments. 540I was put into the NDAA not by you, not at your request, but at Congress' request.
They need to be looking at outside sources to come in and talk to them about that, experts on disparity.
