I have introduced this legislation every Congress since the 111th Congress in 2010, and the need for action to protect the Bay has been increasing ever since.

Jackie Speier is a former U.S. Representative from California, serving in the House of Representatives from January 3, 2008, until January 15, 2022. A member of the Democratic Party, she represented California's 14th congressional district. Speier is known for her advocacy on issues such as women's rights, healthcare, and gun control. She gained national attention for her work on the Sexual Assault Survivors' Bill of Rights and her efforts to address military sexual assault. Speier's political career began in the California State Assembly, where she served from 2002 to 2006 before moving to the U.S. Congress.
Over the last 200 years, an alarming 90% of the Bay's wetlands have been destroyed by human activity.
Her bill would authorize up to $25 million each year for five years to the EPA to award grants to Bay conservation and restoration projects.
That is why the legislation introduced by Congresswoman Jackie Speier, H.R. 1132, the San Francisco Bay Restoration Act, is so timely and important.

We must protect the San Francisco Bay, and it is obvious that we cannot do so without steady and robust federal funding.
HR 1132 recognizes the success of the EPA's National Estuary Program model and the need to add additional federal funds ($25 million a year) to implement the CCMP for San Francisco Bay.
The degradation of San Francisco Bay would be an enormous loss for the residents of the Bay Area and our Nation.

I hope that today's hearing will bring renewed attention to the problem of military suicide.
Not one of them was going to be able to leave the program and go to a home. They were all homeless when they were going to leave the facility.
We must do everything we can to break the chain of suicide that has afflicted our military and veteran community.
I am concerned that the high rate of suicide among service members and veterans will soon become a fact of life and that we are beginning to accept it as a natural consequence of military service.
Let me just say how impressed I am that you have recognized the importance of the family in addition to the service member.
The lack of responsiveness by the housing management firms that we hire to accommodate... is very problematic.
