The QDR is meant to be a useful tool for Congress to understand the longer-term strategic challenges and opportunities facing the Department.

As a Californian, I have long understood the importance of the Asia-Pacific region to trade and our economic well-being, and that security underpins progress in the region.

Those who cannot remember the past are condemned to repeat it.

I am concerned that these reports have grown less compliant with the law, and strayed further from the intent of Congress.
