“It is counterproductive, it is wrong to seek language which would restrict the disbursement of contraceptive services in the name of opposition to abortion when the consequence of that very conduct will be to increase abortion. That point needs to be made over and over again. ... The goal of the Campbell amendment is to free up family planning funds and contraceptive services so that people can make their decisions about how to avoid the problem of having to have abortions.”
