I strongly urge the body to vote no. Mr. Chairman, I rise in strong opposition to this amendment. In recent weeks we have held a number of hearings on the issue of identity cards issued by foreign states to their nationals in the United States. In these hearings, representatives of the Departments of Justice, Homeland Security, and State have testified that they are participating in an interagency working group that is studying the issuance of these cards and developing a policy on their use. I look forward to seeing the result of their work.
