“Reclaiming my time, I not only have a right, but I have a duty to try and protect the jurisdiction that I represent in this body from a Draconian, harsh, unjustified amendment which seeks to cut off all funding. If the gentleman wants to promote this policy, let him introduce a bill. Let it go through the Committee on the Judiciary. Let it go through the regular process. But do not render L.A. and a number of other jurisdictions throughout this country ineligible for local law enforcement assistance in order to promote his very narrow and, I think, self-defeating ideological agenda.”
