“First of all, I think my colleague from California, who authorized the original program in last year's crime bill, the gentleman from California [Mr. Beilenson], through his amendment that program stays intact. It is very important for us to watch the appropriations process, particularly for certain States that do not qualify for the Truth-In-Sentencing Act. I am told by the Governor of California, even though the Justice Department does not confirm that, but I am told without qualification by the Governor of California that California qualifies under the Truth-In-Sentencing Act and, therefore, will be eligible for this new prison money that is being reserved for this program. It is on that basis and on those assurances that I am supporting the gentleman's amendment.”
