The Chairs recognize the importance of the new authority provided to the President to waive sanctions on certain persons from countries closely cooperating with U.S. and international efforts to constrain Iran's ability to develop a nuclear weapon. The Chairs encourage the Administration to use this new authority judiciously for those most deserving of allies and other truly cooperating nations. We trust this will be an important multilateral incentive in inducing compliance with the recently passed Security Council Resolution and with other regional and unilateral measures. The closely cooperating waiver draws upon the existing authority in Section 4(c) but extends the period of time available for the waiver to 12 months.
