The text of the amendment is as follows: Page 127, insert after line 17 the following (and conform the succeeding section accordingly): SEC. 1505. STUDY AND REPORT ON OPTIMAL BALLOT DESIGN. (a) Study.--The Election Assistance Commission shall conduct a study of the best ways to design ballots used in elections for public office, including paper ballots and electronic or digital ballots, to minimize confusion and user errors. (b) Report.--Not later than January 1, 2020, the Election Assistance Commission shall submit to Congress a report on the study conducted under subsection (a). The Acting CHAIR. Pursuant to House Resolution 172, the gentleman from California (Mr. Rouda) and a Member opposed each will control 5 minutes. The Chair recognizes the gentleman from California.”
