The text of the amendment is as follows: Page 7, after line 5, insert the following paragraph: (9) American cities, States, and businesses are stepping up and pledging to meet the Paris Agreement goals in the wake of absent and uncertain United States Federal leadership. The Acting CHAIR. Pursuant to House Resolution 329, the gentleman from California (Mr. Rouda) and a Member opposed each will control 5 minutes. The Chair recognizes the gentleman from California.
