I rise in support of H.R. 135. This legislation, as explained by my colleague, would establish the 21st Century Water Policy Commission to study Federal, State, local and private water management programs in order to develop recommendations for a comprehensive national water strategy. The objectives of H.R. 135 are not only worthwhile but a necessity for the country, and we appreciation the cooperation we have received from the sponsor of the bill. I urge my colleagues to support the legislation. Madam Speaker, I yield back the balance of my time.
