On Monday, February 29, 2016, I was absent during rollcall vote No. 102. Had I been present, I would have voted ``yea'' on the motion to suspend the rules and pass H.R. 4238--To amend the Department of Energy Organization Act and the Local Public Works Capital Development and Investment Act of 1976 to modernize terms relating to minorities.
