Well, we want to be sure--or at least I would hope that we would try to protect the taxpayer from having to end up cleaning up abandoned mines, when there might be possibility of being able to find the potential responsible parties, PRPs, and ensure that you have enough funding to be able to carry out the cleanup, but with the cooperation of not only the State and the mining interests.
