Numerous provisions of H.R. 7023 shield industrial dischargers that would pollute or destroy our streams, lakes, wetlands, and other waters from responsibility, thereby imposing on downstream communities the burden of increased pollution and flooding, to say nothing of the costs of remedying those threats. In particular: Section 2 would give polluters new ways to slow down the Environmental Protection Agency's process for updating water quality criteria.…”
