When we considered the bill in committee, the majority claimed the bill had nothing to do with the ESA or the bypass flows or FERC or reclamation projects, which we pointed out that it did. Now they have a savings clause for each one of those issues. Now they admit their mistakes. Sadly, when a bill has this many holes in it, no amendment can fix them all, so this bill cannot be saved by this amendment. I yield back the balance of my time. The CHAIR.
