I am just wondering how long that is going to take before any Federal agency, not just yours, actually puts the programs to work instead of waiting months and years sometimes before they are implemented.

We should recognize the familiarity and workability of the historic Clean Water Act and get on with the preservation of the health of our economy as well as that of our communities.
