Had I been present, I would have voted ``nay'' on the Motion on Ordering the Previous Question on the Rule providing for consideration of both H.R. 23 and H.R. 2810. I would have also voted ``nay'' on H. Res. 431--Rule providing for consideration of both H.R. 23--Gaining Responsibility on Water Act of 2017 and H.R. 2810--National Defense Authorization Act for Fiscal Year 2018.
