“Many of our colleagues on the other side and many on our side have talked about multiple use. For the first time we are talking about real multiple use that recognizes the watershed value of these forests, that recognizes the timber value of these forests, that recognizes the habitat value of these forests, that recognizes the recreational value of these forests. Many of the problems that the gentleman from Ohio (Mr. Regula) and the members of the committee are having to deal with and spend money on are having to make up for very bad forest policy in the past, where we have huge scars on our landscape and huge scars on our waterscape. Now we are spending billions of dollars to go back and try to restore these forests, to reclaim these forests, to replant these forests. And it is much more expensive to do it this way than to do it right the first time, the kind of policy that has been articulated on behalf of our forests in the past by the gentlewoman.”
