Reclaiming my time, I will simply say there have been a number of Members in this House on both sides of the aisle that have approached members of the Unfunded Mandates Caucus and pointed out that this is an unfunded mandate. We tried real hard to accommodate them. We tried to come up with language that was fair, and I want to commend the gentleman from Kansas [Mr. Roberts] for his honorable efforts to try to do that.
