I must marvel at our colleagues' selective memory in terms of how this debate has unfolded on the floor. But my point in seeking to be recognized... is to let our colleagues know that our bill, as reported out of committee, is a vast improvement upon current law. It reduces bureaucracy at the Federal and State government levels, it caps State administrative expenses so that more dollars can actually reach students, and it decreases mandates on States and local school districts so that they may create vocational programs that reflect their own needs and priorities. The Mink amendment would undercut each of the improvements I have just mentioned. Rather than allowing States and localities to set their own priorities based on their own local vocational needs... sex equity programs would be mandated. All we are doing in this amendment is talking about transferring a State set-aside down to the local level so a State set-aside becomes a local set-aside, and we replace a State mandate with a local mandate. I would love to hear any speaker on the other side of the aisle stand up and deny that as the case. This does not make sense.
