First, this bill aims to create a public discussion about nuclear weapons by establishing a congressionally appointed bipartisan commission designed to reevaluate U.S. strategic posture. This commission would provide valuable recommendations to Congress regarding the proper mix of conventional and nuclear weapons needed to meet new and emerging threats. Second, the bill slows the Department of Energy nuclear weapons initiatives. We limit reliable replacement warhead funds to design and cost study activities and eliminate funding for the proposed Consolidated Plutonium Center. Instead, we increase funding to strengthen the Stockpile Stewardship Program, as well as the weapons complex.
