Last year, President Obama outlined several steps to strengthen our national security by reducing the role and numbers of nuclear weapons.

Thank you for all of your work to keep arms control and nuclear nonproliferation at the forefront of our foreign policy.

The phased adaptive approach is neither targeted toward the Russian Federation nor, frankly, capable to deter its many, many offensive weapons.
