(2) Purposes.--The purposes of the pilot program shall be as follows: (A) To identify and assess obstacles faced by military families with children with special education needs in obtaining a free appropriate public education to address such needs. (B) To develop options for military children with special education needs to attend public or private schools through scholarships.…”
