(b) Term.--The Secretary shall carry out the program for a 10-year period. Upon the request of a State, the Secretary may continue to carry out the program for that State for an additional 10-year period. (c) Participating States.--The Secretary shall select 10 States to participate in the program. (d) Guidelines for Selection of States.-- (1) In general.--The Secretary shall establish guidelines for selecting States to participate in the program. (2) Discretion of states.--The guidelines shall not limit the discretion under subsection (e) of any State participating in the program.
